Please familiarize yourself with our Constitution and By-Laws, which are provided below.
The latest USGA bi-monthly handicap indices will be used to calculate handicaps for all tournaments. NO changes will be made to handicaps on the day of play.
USGA rules will apply, unless local rules are posted on the day of the tournament.
Make all checks payable to: Palm Beach County Women’s Golf Association (PBCWGA). Unless otherwise specified, the listed price for each tournament includes cart fees, lunch and tax. Applicable club tipping policies will be communicated to participants before each tournament.
Each delegate is responsible for making sure her club members know the proper procedures.
Checks and entries must be received by MaryLou Johnson one week prior to play date.
Cancellations must be submitted by email only to Wanda Bazemore no later than 5 days prior to the scheduled event to qualify for a refund; otherwise, the previously submitted entry check will not be returned or refund will not be submitted to your credit card, but will be deposited to the Association’s account. Be considerate of other players: Cell phones may be used only in emergencies – use only after completing play on one hole and before teeing off on the next hole. Share the responsibility for flag replacement – “the first one in gets the pin”—thanks.
RAIN OUT POLICY
RAIN POLICY – Rain Hotline phone number: 702-751-7246
- If an event is cancelled, all registered players will be notified in advance.
- When we are at the club, play is stopped due to rain and lunch is being served, attendance prizes will be distributed.
- If less than 9 holes have been played before the rain, a lottery will be used to select winners.
- If 9 or more holes have been played before the rain, par plus any handicap strokes will be added to each player’s hole-by-hole score, and the winner will be determined as if all players had completed their rounds.
Constitution and By-Laws
ARTICLE 1—Name
This association, founded in 1963, shall be called:
PALM BEACH COUNTY WOMEN’S GOLF ASSOCIATION.
ARTICLE II—Object
The object of this Association shall be to promote good golf according to the
Rules of Golf as set down by the USGA; and secondly, to stimulate good
fellowship, good sportsmanship, and competition among its members.
ARTICLE III—Board of Governors
The Board of Governors shall consist of the six elected Officers and Standing
Committee Chairmen, and such other officers as the Board may from time to time appoint. The past President shall act as Advisor. The control
and management of this association and its affairs shall be entrusted to the
Board of Governors. One more than one-half of the number of members
on the Board shall constitute a quorum and must be present in order to
transact any business.
ARTICLE IV—Officers
The Officers of the Association shall consist of: President, Vice-President of
Tournaments, Vice-President of Club Selections, Vice-President of
Membership/Handicap, Secretary and Treasurer, and such other officers as the Board in its discretion shall appoint.
ARTICLE V—Standing Committees
Standing Committees shall consist of the Rules, Yearbook, Historian, Social Media, Finance and Grievance Committees.
ARTICLE VI—Delegates
The delegate acts as a liaison between her Club and the Board of Governors.
ARTICLE VII—Membership
1. Regular Member—Women at least 18 years of age who are members in good standing of member clubs are eligible to join the Association. A member club must offer its golf course to the Association for play in the current or a subsequent season.
2. All new member applicants must have a current USGA index of 24.4 or less. Renewing members with an index greater than 24.4 are grandfathered in, but must play to a 24.4 index.
3. All events shall be limited to 120 players, unless the Board approves a larger number. In the event submitted entries exceed the limit, players will be selected in the following order:
A. Officers and Committee Chairman.
B. All entrants unable to play in the last oversubscribed event.
C. Others on the waiting list, in the order of their placement on the list.
4. All members must arrive at least one-half hour before the scheduled tee-time for each event.
5. A member may be dropped from membership at any time, without prejudice, by a unanimous vote of the Board of Governors.
6. Members shall be familiar with the Rules of Golf established by the USGA, and with the Constitution and By-Laws of the Association.
7. Members who cancel their entry prior to 5 days before a scheduled event will be refunded the entry fee. If cancellation occurs during the 5 day period the entry fee will be forfeited. All payments (checks or credit card) and entries must be received by the treasurer one week before the play date.
8. The Board shall have the power to censure or expel any member, with prejudice, for conduct unbecoming a lady, or for conduct which is improper or prejudicial to the welfare and reputation of the Association. No member shall be censured or expelled except by the affirmative vote of two-thirds of the members of the Board, after notice and an impartial hearing.
9. A player must submit any grievance in writing to the Chair of the Grievance committee within 72 hours of the event to which the grievance relates.
ARTICLE VIII– Dues and Finance
Member dues shall be set by the Board and shall be payable to the Association upon application submission. There will be no refunds after April 15th. A Finance Committee composed of the President, Treasurer, and the Vice President of Tournaments shall draft the season’s budget for Board approval. The Board may adjust the budget during the course of the season, as necessary. The budget shall be designed to provide a year-end balance sufficient to cover next season expenses and monies for a suitable gift for the retiring President.
ARTICLE IX—Tournaments
1. The Association shall recognize holes-in-one made in any scheduled event: $100.00 will be given to the golfer.
2. All tournaments involving trophies will be decided the same day. The winner will be determined by a sudden death playoff starting on hole #1.
ARTICLE X—Nominations and Elections
The President shall appoint a Nominating Committee consisting of five members from different clubs, and/or members of the Board of Governors. The Committee will present a slate of officers for Board approval. This slate will be presented at the closing meeting for election and installation. Nominations may also be made from the floor during the closing meeting.
ARTICLE XI—Meetings
Board meetings will be held at least four times per year—January, March,
August and October. General meetings will be held at least twice a year,
preferably during the first and last play days of the season.
ARTICLE XII—Amendments and Revisions
The ByLaws may be revised or amended at any general meeting by a two-thirds vote of the members present, provided notice of the proposed revision or amendment has been sent to each member club thirty days prior to being voted upon.
Addendum as of March 2002: One who has been a continuous member of PBCWGA for four years or more and who meets the handicap requirements of this organization, but who no longer belongs to a member club may continue to be an active member of this Association.
Addendum as of November 2011: Delegates no longer get a guaranteed spot in the Pro Lady Event.
Addendum as of January 2012: in order to compete in the Pro Lady event, one must participate in at least 2 regular tournaments.
Addendum as of July 2013: A team or individual who declines to participate in the tie breaking process of our trophy events will be considered a “No Card” and ineligible for any prize.
Addendum as of November 2013: In order to be eligible to be deemed the trophy recipient for the Championship event, one must participate in a minimum of 2 events during the season.
Addendum as of April 2015: Any player in the last group(s) off the course who returns a scorecard more than 15 minutes after the group directly in front of her group shall not be eligible to receive a trophy or prize for that event. The Association encourages members to ask to play through a slow group ahead of them.
(Proposed) Addendum as of November 2018: A renewing member must carry a handicap index of 26.4 or less. If the renewing member, on the date of her application, has a handicap index higher than 26.4 she will be given a one-year grace period to restore her index to 26.4 or less. Failing to do so, her membership renewal would not be accepted for the following year. (There is no change to the new member handicap index maximum of 24.4 to join the organization.)
(Proposed) Addendum as of November 2018: Both new and renewing members are required to have posted a minimum of 20 verified 18-hole rounds within the 12 months prior to the date of her application. (A player is permitted to request an exemption to this requirement by written petition of the Board.)
